Speaking strictly for myself, if I don’t read I can’t write.

But I have a friend who is not a “writer .” She pens something maybe once in three or four months. She is not into reading. She mixes up her tenses and her vocabulary is functional. But the writing is so raw you connect right away and can’t stop reading. If she bottled that connection I would buy a truckload. :)
